New Test Leper
"Test" here is presumably
short for "Testament", as in the New Testament, the
second half of the Bible, which discusses the life and teachings
of Jesus. But perhaps also a "test leper" as a sort
of "test case" (a representative case whose outcome
is likely to serve as a precedent). [Chris
